These scholarships are based on the powers granted to the community by the Statute of Autonomy of La Rioja regarding museums, archives, and libraries, both those owned by the autonomous community and those managed by state-owned centers when agreed upon through a collective agreement.
The organizational structure of the Ministry of Culture, Tourism, Sport and YouthAs defined by Decree 54/2023, the General Directorate of Culture is responsible for managing the Museum of La Rioja, coordinating the Riojan library system and the Provincial Historical Archive, and providing ongoing staff training. Purpose and objectives of scholarships: what is really learned

The regulatory order establishes the granting of scholarships as its objective. Under a competitive process, the training and professional development of university graduates is offered in two main areas: Archival Studies and Library Science, on the one hand, and Museology and Conservation-Restoration, on the other. Each call for applications specifies the number of places offered and in which specializations.
In the field of Archival Science and Library ScienceThe scholarships offer specialized training in the use of tools and processes specific to archives and libraries. This includes, among other things, user services, document management, archival description, cataloging, classification of collections, and the creation of bibliographic and reference information. In other words, the entire technical process behind making a document or book locatable, retrievable, and usable by the public.
Regarding Museology and Conservation-RestorationThe training is geared towards typical museum tasks: management and coordination of cultural activities, public communication, use of digital channels, development of cultural marketing actions and, in the more technical field, the application of preventive and curative treatments on cultural assets, preventive conservation and preparation of pieces for transport and storage.

Duration, extensions and nature of the relationship

Each scholarship has an initial duration of 12 months from the start date shown in the grant award resolution. This is not a short internship, but a full year of continuous training at the host institution, allowing participation in medium-term projects and observation of complete processes.
There is the possibility of extending the scholarships for successive periods of 12 months....up to a maximum of 36 months (three years). Each extension requires an express resolution from the head of the Regional Ministry responsible for culture, following a favorable assessment by the training tutor assigned to the Directorate General of Culture. Furthermore, the monthly amount may be adjusted according to the year-on-year variation in the Consumer Price Index (CPI) for La Rioja.
The legal status of the scholarship recipient is very clearYou only acquire the status of a scholarship recipient, without any employment, civil service, contractual, or statutory relationship with the Administration. It also does not generate any preferential right to access public employment nor does it constitute a specific merit for competitive examinations in the Community of La Rioja, beyond the experience that you can, of course, include in your CV.

Requirements to apply for scholarships in La Rioja

To be eligible for these scholarships, you must meet a series of general requirements. on the closing date for applications. The most relevant factors are nationality, qualifications, employment status, and certain circumstances of incompatibility or prohibition.

Those with physical or mental disabilities that are incompatible with the normal development of the training activity, those who have worked for more than one year in a position equivalent to the purpose of the grant, and those who, having been awarded a grant in a previous call, did not take up the position or resigned without just cause. Likewise, the general prohibitions of Article 13 of the General Subsidies Law apply (for example, being disqualified from receiving public aid).
Applications: documentation, submission and exclusions

The application must be submitted within the deadline set by each call for applications.using the standard form and attaching the necessary supporting documentation. It is essential that the information be complete and truthful, because false or incomplete data may result in immediate exclusion.
The documents to be submitted include the curriculum vitae, the personal academic certification of the studies that give access to the scholarship (with the details of subjects, grades, numerical average grade according to Royal Decree 1125/2003 and year of completion) and the documentation that justifies all the merits claimed: additional training, courses, publications, languages, etc. If the studies have been carried out abroad, the certification must specify the grading system and, if it is in a language other than Spanish, be accompanied by a sworn translation.
A sworn statement is also required declaring that no other aid has been received for the same purpose. and your jobseeker's card. After a ten-day period to correct errors, the final list of admitted and excluded candidates is published.
The evaluation of applications is carried out by an evaluation committee. Composed of a president, two members, and a secretary, all attached to the Regional Ministry with jurisdiction over culture, this commission acts as a collegiate body in accordance with the General Subsidies Law and the Law on the Legal Regime of the Public Sector, and has a maximum period of three months to evaluate the applications from the publication of the final list of admitted applicants.
The evaluation criteria are based primarily on the academic record. and in the merits related to the subject matter of the call for applications. The main qualification (degree, bachelor's, diploma, or other that grants access to the scholarship) is scored, with priority given to the highest grade point average when multiple qualifications are held. Master's degrees, specialization courses, postgraduate studies, training courses, teaching experience, specific publications in the field, and knowledge of foreign languages āāare also considered.
No merit will be considered that is not expressly stated in the application Nor anyone who lacks documented proof of eligibility. After applying the scoring system, a provisional resolution is drawn up with a list of beneficiaries and a list of alternates ordered by score, which is published in the Official Gazette of La Rioja (BOR) for possible appeals. Once these appeals have been addressed, the committee submits the final proposal to the head of the Regional Ministry, who issues the reasoned decision granting the award.
Resolution, subsequent documentation and financial allocation

If, at the time of application, the applicant was holding another scholarship or paid employment, proof of its compatibility or its termination must be provided.
If this documentation is not provided or is incompleteA new period of five business days is granted to rectify the situation. Failure to do so will be understood as a waiver of the scholarship, and the alternates will be contacted in order of their scores. Alternate status is valid only for that specific call for applications and does not confer any rights for future editions.
The individual amount of the scholarships is set in each call for applicationsThe amount is expressed as a gross monthly sum, including Social Security contributions. The expense is charged to the General Budget of La Rioja for the corresponding fiscal year. Payment is made at the end of each month, once the training supervisor has issued a certificate confirming the number of hours actually completed.
The amounts received are in the nature of training aid.These payments are not considered salary, but are subject to applicable tax withholdings and deductions as established by law. In the event of termination or resignation before the end of the month, only the pro-rata amount corresponding to the days on which the training activity was actually carried out will be paid.
Development of the training activity, schedule and breaks
The incorporation into the destination center takes place on the date indicated in the resolutionFailure to attend without a justified reason is considered a resignation. Each intern is assigned a training tutor who is responsible for guiding their learning, planning tasks, and monitoring their progress toward the training plan.
The training placements take place at the Provincial Historical Archive of La RiojaThe internship takes place at the Library of La Rioja or the Museum of La Rioja, depending on the specialization. The tutor decides the internal rotations between different areas of the center, so that the intern can become familiar with various services and functions: public service, technical section, storage, digitization, cultural programming, etc.
Upon completion of the training and professional development programThe Regional Ministry issues a certificate attesting to the practical training received, based on a report from the tutor. This document is especially useful for CVs, selection processes, and competitive examinations in other fields where practical experience is generally valued.
Absolute confidentiality is required throughout the entire scholarship. Regarding matters learned during the performance of tasks, documents or information accessed may not be disseminated, copied, stored, or used, except for purposes related to training. The studies and work carried out become the property of the Autonomous Community of La Rioja.
The scholarship schedule always takes place in the morning shiftFrom Monday to Friday, with a maximum of seven hours per day. The tutor may establish timekeeping systems, such as sign-in sheets. For each 12-month annual period, the beneficiary is entitled to 22 working days of leave, which must be grouped into blocks of at least five days and requested 15 days in advance. If the scholarship lasts for a shorter period, the leave days are prorated.
Interruptions, resignations, substitutions and breaches
The order provides for the possibility of temporarily suspending the scholarship. In cases of maternity, paternity, or illness that prevents attendance, provided that these are duly documented. The interruption period may be added to the end of the scholarship, provided that budgetary resources are available.
If the scholarship recipient wishes to resignYou must notify your tutor in writing at least fifteen days in advance, forfeiting the right to financial aid for the unused period. If you resign before three months have passed since joining, you may be required to reimburse any amounts already received.
Situations such as not expressly accepting the scholarship are considered tacit resignations.Failure to provide the required original documentation for verification within the deadline, or failure to report to the destination center on the scheduled date without justified cause, will result in the scholarship being offered to the next alternate on the list. This alternate has five business days to accept and submit the documentation. Those who decline the scholarship will be removed from the alternate list for that call for applications.
There are specific causes for losing scholarship status that require the total or partial reimbursement of the amounts received: irregularities in the data provided, underutilization, conduct detrimental to the Administration, misuse of material resources, repeated disobedience of the tutor's instructions, non-compliance with the training plan or schedule, combining the scholarship with another incompatible aid or employment without notifying, or hindering the verification and control actions by the Administration, the Intervention or the Court of Auditors.
Unjustified absences have direct economic consequences.The monthly amount is reduced proportionally to the days of absence. If unjustified absences exceed 15 consecutive days or 30 non-consecutive working days in a year, to the point of jeopardizing the training objective of the grant, both the financial aid and the training program are terminated. A disciplinary file is then opened, and reimbursement of all or part of the funds may be demanded.
Compatibility and incompatibility regime

Furthermore, it is reiterated that the scholarship does not create a contractual relationship with the Autonomous Community, and therefore no employment rights are acquired with respect to it.
Applicable regulatory framework and repeal of previous regulations
The current order of La Rioja expressly repeals Order 7/2013The previous regulations governing training grants in Archival Studies and Library Science have been updated. However, those who were already receiving grants under the previous regulations continue to be governed by those regulations in most aspects, except for matters of incompatibility, which are now governed by the new regulations.
When the order does not expressly regulate a certain aspectIt refers to the general regulations applicable to subsidies: Law 38/2003 General Subsidies and its regulations, Law 11/2013 on Public Finance of La Rioja, Decree 14/2006 on the legal regime of subsidies in the Riojan public sector and other concordant state and regional regulations.
Congress of Deputies Scholarships in Documentation, Library Science and Archival Studies
In addition to the La Rioja program, there is a very important call for proposals. promoted by the Board of the Congress of Deputies: these are twelve individual scholarships for practical training in documentary, bibliographic and archival activities within the Chamber itself.
These scholarships are developed under the direction of several technical bodies.The Directorate of Documentation, Library and Archives, the Directorate of Studies, Analysis and Publications, and the Department of Official Publishing and Document Processing. All work carried out by the fellows becomes the property of Congress, which sets the lines of work and priority projects.
Regarding the entry requirements, Spanish or EU nationality is required. or from States of the European Economic Area, as well as fluency in Spanish for non-Spanish citizens. Academically, applicants must hold a MECES Level 3 (Master's) degree or higher in Social Sciences and Law or Humanities: a Master's degree following a Bachelor's degree, a Bachelor's degree of at least 300 ECTS credits with 60 Master's level credits and express recognition, a Bachelor's degree with Master's level qualifications, or a doctoral degree. The degree must have been obtained in the 2013-2014 academic year or later, and if obtained abroad, it must be officially recognized by a final decision.
In addition, it is mandatory to provide proof of specific qualifications in Documentation, Library Science or Archival StudiesWhether academic, university-level, or continuing education, as detailed in Annex III of the call for applications, applicants must not have received similar grants from the Congress, the Senate, or the Central Electoral Board for more than six months, nor have previously declined a grant from Congress in these fields. They must also not suffer from any illness or physical impairment that would prevent them from effectively completing the internship and must not have been dismissed from the civil service or other public administrations through disciplinary proceedings.
Applications are submitted to the Secretariat of the Directorate of Communication from Congress, in Madrid, or by the means provided for in Law 39/2015. A specific application form is used (Annex I), and the deadline in one of the recent calls was set until October 28, 2019.
